Interesting perspective but this ain't happening:

9. I would ask Villanova to join (the CAA) in most sports, obviously allowing them to keep their Big East basketball affiliation.

Too VA/JMU centric. For example, why is Elon in Matthews' CAA FOOTBALL Conf. and Stony Brook, Albany, URI, and/or UNH aren't? From a VA/JMU perspective, Elon is closer than those Northern schools. From a UD, Nova, & amybe Towson perspective, every one of those northern schools (except mauybe UNH which is probaly about the same distance) are closer. Maine of course is an outlier. On the other hand, if we are just talking about CAA FB and not full sports membership, there is no reason to exclude any (except maybe Maine) basaed on geogrpahic distance. In present CAA FB, you only play certain schools away maybe once every 4 years. Even if it was every other year, no reason you can't do that for FB.
